ORGANIZATION OF PROFICIENCY TESTING BY IRSN FOR THE MEASUREMENT OF ENVIRONMENTAL RADIOACTIVITY

Proficiency tests are organized by IRSN in the frame of its mission for environmental radioactivity monitoring. IRSN is in charge of the management of the National Network for the Measurement of Environment Radioactivity (RNMRE) and serves as National Reference Laboratory for the network of the French Directorate General for Food (DGAL) and for the General Directorate for Competition Policy, Consumer affairs and Fraud control (DGCCRF).

PRINCIPLE OF AN IRSN PROFICIENCY TESTING

IRSN is accredited by the French Accreditation Committee (COFRAC) for the organization of proficiency tests on radioactivity measurement for some couples matrix - radionuclide (Accreditation nº 1-1795: www.cofrac.fr). The aims of the proficiency testing organized by IRSN are:
- Assessment of measurement quality and accuracy of the participating laboratories.
- Obtention of the certification.

IRSN prepares identical test items which are distributed to all the participants. Following the analyses performed by the laboratories, the obtained results are compared to the assigned values determined by IRSN.

CERTIFICATION IN THE FRAME OF THE RNMRE

To become member of the RNMRE, laboratories must get certification from the Ministries of Health and Environment. To obtain this certification, they have to:
- Apply for, by filing a demand to ASN (French Nuclear Safety Authority).
- Participate periodically in the proficiency testing organized by IRSN.

These tests are scheduled by matrix and by radioactivity measurement category according to the certification grid. Six matrixes families and 17 radioactivity measurement categories are distinguished in the grid.

CERTIFICATION IN THE FRAME OF THE DGAL AND DGCCRF NETWORKS

To become member of the DGAL and DGCCRF networks, laboratories most obtain certification from the DGAL and DGCCRF. To do that, they have to participate annually in the proficiency testing organized by IRSN.

Each year IRSN schedules 1 test involving exclusively gamma emitters. Alternatively, this test is carried out on a milk sample or on a solid matrix.
